Our guide to 17 of the 116 emails made available in response to a Freedom of Information request. These are between Bellingham officials and American Traffic Solutions, June 2008 to Dec. 2010.

Page 1: June 6, 2008: Bill Kroske from American Traffic Solutions sends first email to city of Bellingham staff on June 6, 2008, two years before the majority of public was aware a partnership had been formed (Bill Kroske was outed on the Everett Herald website for posting from the ATS office in Arizona under the name J. Howard).

Page 3: June 9, 2008: Kroske makes travel arrangements to fly to Bellingham on June 17, 2008, with Bellingham Police Department Sgt. David Richards.

Page 22: Aug. 18, 2008: BPD to Kroske: City Council is aware of red-light camera program two years before first public meeting and has questions about revenue:
· “Revenue generated (I know this will be a tough one. If you have hard numbers great if not we can estimate).” · “Also do you have statistics that show an average number of red light tickets we might expect if we have the traffic volume for an intersection? Say an intersection has 30,000 vehicles go through it every 14 hours what might we expect for violations.

Page 26: Oct. 14, 2008: Kroske to city: “We are working hard to get the Eyman proposal killed - hope the people up there are two. Once that is defeated I hope we will be able to move forward on a program for Bellingham.”

Page 59: May 7. 2010: BPD to Kroske more than a year before first hearing: “As we discussed, the city is moving forward with plans for photo enforcement, but it has not passed through the city's political process and you are assuming some risk of financial loss (site survey expenses), if for whatever reason, the plans for photo enforcement don't work out here in Bellingham.”

Page 89: Oct 1, 2010: Kroske send letter for Police Chief to use as his own; sample letters for public to send to media: “As a vendor the media doesn’t want to hear from us, but they are anxious to hear from the city and public. As always, the anti-group gets most of the press coverage. If you agree, we will prepare some letters for submission to the press by people in the community. Attached is a sample letter designed to come from the Chief or other senior PD staff. If you approve of this strategy, we will prepare some shorter letters relating to supporting the city to come from citizens. We can do the letters if you can arrange for people to submit them. All of the letters, like the attached, will be in Word so than can be changes so people feel comfortable with the message.”

Nov. 18, 2011: BPD needs help answering questions for local paper: “The other issue I need assistance with is the Bellingham Herald Opinion Editor , Scott Ayers, has requested DC Simon and I discuss the data we used to determine problem intersections for red light photo enforcement.”
