RLC USELESS IN PREVENTING MOST RLV CRASHES!

It has been suggested that RLC are about stopping dangerous RLR.  Yet RLC are virtually useless in preventing your typical RLV crash because most have themes like DUI, not paying attention, fleeing police, medical conditions THAT A CAMERA WILL NOT STOP!  As this case so clearly demonstrates!
