Fine warning as speed limit is changed without notice

PLYMSTOCK commuters face being hit with fines after a speed limit was changed without warning, a driver has warned.
The limit on Billacombe Road, between the Pomphlett (Morrisons) roundabout and Laira Bridge has been changed from 40mph to 30mph since the new East End traffic system was opened earlier this month.
"They have taken away the 40mph signs but not replaced them with 30mph signs," said Paul Bygrave, who commutes to work at the Dockyard.
He said there was a new 30mph sign east of the roundabout, but nothing to warn motorists joining Billacombe Road at the roundabout.
"If you're coming from Plymstock there is nothing to warn you that the limit has been reduced."
A council spokeswoman defended the changes. She said: "The speed limit on Laira Bridge Road is now 30mph, which is why the 40mph signs were taken down.
"Traffic coming from Plymstock is already in a 30mph area before it reaches the Pomphlett (Morrisons) roundabout and Laira Bridge Road, so there is no longer a need for signs warning motorists of a speed limit change ahead.
She added: "The Highway Code makes it clear the presence of street lights generally means that there is a 30mph speed limit, unless otherwise specified.
"Motorists coming from Plymstock are already in a 30mph zone and should assume that this speed limit applies until road signs tell them otherwise. There are no signs telling motorists they are entering a 40mph zone so they should not increase their speed."
But Mr Bygrave said: "If I had been fined I would have been horrified.
"People driving across Laira Bridge are still doing 40mph because that's what they are used to.
"They are going to get hit left, right and centre.
"The first time you know about the new limit is under the Gdynia Way underpass.
"Why doesn't the city council just come clean and admit that it has made a mistake?"
The council spokeswoman said: "The speed and signage strategy for the East End transport scheme was developed, reviewed and approved with our road safety audit team, the police and the Devon and Cornwall Safety Camera Partnership and meets all the relevant requirements."
