Red Bank Mayor Says City In Talks With Company On Ending Traffic Cameras

Red Bank Mayor Monty Millard said Tuesday night that the city is in talks with American Traffic Solutions (ATS) on ending the city's controversial traffic enforcement.

He said the city is studying its options on getting out of the 12-year contract.

Mayor Millard, who favors ending the traffic enforcement, said he will inform citizens "when we have a definite answer."

The new mayor said he would like to see a uniform 40 mph on all four-lane roads in Red Bank - except for the curvy Ashland Terrace.

He said he has asked for a study that would raise the speed limit to 40 on Morrison Springs Road.

New Commissioner John Roberts said he would like to get "all the facts" concerning locating the planned new middle school behind Red Bank High School.

It was agreed to set up a work session, and Mayor Millard said County Commission and School Board members who represent Red Bank would be invited.

However, former mayor Joe Glasscock, who was in the audience, warned about any discussions of the school's location at this point.

He said a flap about the site now would mean it "would wind up in Chattanooga. And there's $33 million set aside to start building this school." He said construction should start in about 90 days.

City Manager Chris Dorsey said a decision is awaited from the National Park Service on a land swap involving a city park that utilized federal funds at the school site. He said the NPS got the documents on the issue about 45 days ago.

Commissioner Roberts also said he contacted the development director of the city of Mt. Juliet, Tn., which was chosen the state's most business friendly city.

He said the development director agreed to come to Red Bank for three days after the first of the year to give advice on recruiting business, helping existing firms and improving the community.

Commissioners were told that the annual city audit was in good shape. The city has about $880,000 in surplus funds counting all accounts.

John Alexander, finance director, said revenues are up thus far in the new fiscal year except photo safety fines are down.

He said a $20,000 item at the dog park skewed expenditures, which are otherwise on budget.

Mr. Dorsey said there were over 60 entrants in the Christmas parade on Friday, and there was a very large crowd with numerous vendors at a Christmas festival.

Mayor Millard said he paid personal visits to two new Red Bank businesses.

He said he found that the Womens and Mens Boutique at 3214 Dayton Blvd. was not yet open.

But Sabrina Moses has opened Leather and Lace at 5028 Dayton Blvd.

Mr. Dorsey said the city expects to hire a new codes enforcement officer in about two weeks.
