POINT-TO-POINT speed cameras to be installed in Canberra by the end of the year have the potential to be used for ''mass surveillance'' and to target hot lists chosen by authorities once the community is convinced of its speed enforcement role, an ACT Government document reveals.
AECOM Australia's report Forward Design Study: Introduction of Point to Point Speed Cameras in the ACT, commissioned at the Chief Minister's request last year, found ''basic elements of P2P systems can be utilised for a variety of other applications''.
''Initially the P2P system should be limited to speed enforcement but with the scope to be expanded to capture other offences or serve other applications in the future,'' the report states.
''This will simplify the implementation process and allow the speed enforcement functionality to be established before adding additional functionality.''
The Australian Federal Police also expressed interest in using the system in conjunction with recognition and analysis of plates identified or RAPID technology ''to gather intelligence for non-traffic-related offences, such as stolen vehicles and vehicles associated with crime'', as well as ''hot lists'' of people targeted at the request of authorities.
The AFP, which will receive about $4.1 million in ACT Government budget funding over four years to expand the RAPID system, then wants to link P2P cameras with a ''real time alerting mechanism so that police officers can be dispatched to intercept''.
P2P cameras use the same technology as the RAPID number plate identification systems.
Hot lists would contain a list of licence plates for the system to check against, requiring the creation of a database of targets derived from Territory and Municipal Services Directorate and AFP information, updated daily.
But a similar P2P system with the ability to use hot lists on the Hume Highway is yet to be activated because data management problems make it unreliable.
The report also anticipates widespread community opposition to the use of P2P cameras for surveillance purposes in the ACT, citing concerns about privacy, the targeting of people who may not have committed an offence, and the security of sensitive personal information gathered by P2P systems.
''Mass surveillance would represent a significant policy shift and raise human rights and civil liberties concerns,'' the report warns.
''In particular there is concern at the danger of 'function creep' and this data becoming available to other agencies, [such as] welfare, tax and private organisations.''
The AFP believes the public can be convinced to support hot lists by highlighting the potential to solve crimes such as kidnapping or child abduction.
The report, however, urges caution in expanding the role of P2P cameras in the ACT.
