Read here on someones "lets" speed scamera essentially a expressway "concept".  http://www.engadget.com/2011/10/31/cordon-multi-target-photo-radar-system-leaves-no-car-untagged-v  (It kind of looks like a SPEC system (TIME BASED) to me).

Expressways of course are the SAFEST roads to begin statistically speaking.  This is the scameras companies long term goal.  Micro manage the speed limits on the HIGHEST flowing roads for a profit (where the "speeding" issue is due to limits set below 85% travel speeds http://www.motorists.org/speed-limits/).  IN parts of the world the triggers speeds are under 5 mph or less in some case.  http://www.abc.net.au/news/2011-10-17/mobile-cameras-target-low-range-speeding/3575038?section=nsw
