He is attempting to Fast Track a contract in case the RLC are Banned.

Translated, the VOTERS "cannot" tell the THEIR goverment that they may not use Houston Citizens as a piggy bank for a scam!  This is how ATS and the SCAMERA side view Democracy.  A hinderance to their scam!

Foster has no interest in safety, he sees only dollar signs.
