St. Pete Mayor tries to "sign" contract for RLC to beat potential RLC BAN!

He is attempting to Fast Track a contract in case the RLC are Banned.

"Both the US Constitution and the Texas Constitution prohibit legislation impairing the obligation of contracts,"

Translated, the VOTERS "cannot" tell the THEIR goverment that they may not use Houston Citizens as a piggy bank for a scam!  This is how ATS and the SCAMERA side view Democracy.  A hinderance to their scam!

Foster has no interest in safety, he sees only dollar signs.
