Ban the Cams note:  TEMPLE TERRACE IS CITING FOR RIGHT TURNS ON RED based on past reports.  In fact we OPENLY SUSPECT THAT THIS MAKES UP THE MAJORITY OF THE RLC TICKETS THERE.
