Cheif "claims" safety improved.  AS if we haven't heard that lie before.

One day someone is going to look at the data more closely (and traffic flow).  If LA can't prove they work (Auditor called the PD claims MISLEADING), If Clarksville, TN can't prove RLC improve safety, Chicago, Winnipeg, Houston (which is hiding the current report), what makes you think a small town will be able too???    Some of those towns HAVE MANY INSTALLATIONS! 

YET RLC HAVE BEEN PROVEN TO BE MORE TROUBLE THAN THEY ARE WORTH!
