SCAMERA ALERT CLEARWATER, FL for Next year.

http://www.tampabay.com/news/localgovernment/red-light-cameras-coming-to-two-accident-prone-clearwater-intersections/1201908

"eastbound and westbound lanes at Belcher Road and Gulf-to-Bay Boulevard and eastbound lanes of Chestnut Street and Fort Harrison Avenue."

Ban the Cams note:  The interesting part is the only measure of "success" is less "violations" which are under total control of the vendor.

Quote:  "The contract includes a rare pilot program that says if red-light violations decrease at those intersections within six months, the contract will automatically extend to three years. To cancel without cause before term's end, the city would need to pay up to $27,000 per camera.

Vice Mayor George Cretekos and council member Paul Gibson, who dissented, criticized the contract's rigid terms, pointing out that if red-light violations decreased but accidents from sudden stops increased, the city would be stuck in the contract."

IN fact over in Sprinfield, OH the city (whose vendor is REDFLEX), said RLC "improved" safety but FAILED to BRING UP THE AMBER INCREASE A YEAR EARLIER!  http://www.banthecams.org/Red-Light-Camera-News/springfield-oh-police-mislead-public-on-rlc-qsafetyq-claims-they-failed-to-mention-amber-increase.html

Below some of the ways the vendors can manipulate the "violation" numbers.

A. Rejection Rate Scam:

GLASSBORO, NJ http://www.thenewspaper.com/news/34/3418.asp and

ARNOLD, MO http://www.thenewspaper.com/news/35/3596.asp

C.  Use of Grace periods to MANIPULATE "VIOLATION" numbers.  San Diego, CA  (ATS).  http://www.thenewspaper.com/news/10/1088.asp

Quote:  San Diego, California will shorten grace periods to make more money from red light cameras that have increased accidents in the city.
