As Ban the Cams has said in the past, RLC vendors REQUIRE VIOLATIONS to be profitable.  In  order to churn enough tickets to survive the vendors have to play games with traffic lights like using short ambers which create delima zones for drivers.   Think of it like a "Catch 22", you damed if you do you damed if you don't.  Basically the light is too short to allow drivers to safely stop or proceed through without risking getting a ticket.
 
We here at Ban the Cams feel this is WRONG and frankly should be OUTLAWED.  Want to stop most split second RLV RAISE THE AMBER (to at least 5 second in 45 mph zones)!  IN VA where a 4 second yellow time (45mph zone) was increased to 5.5 seconds, the VIOLATIONS WENT DOWN 96%!!!!!!!!!!!!!!!!!!!!!  (less than 2 per day, remember RLC vendors need 20 a day in ATS and ACS case). 
 
Go out in Orlando, Apopka, Brooksville and see how many lights are in the 5 second range in camera zones.  Not many or none!  Bring a stop watch and send the average of 5 clocks to www.shortyellowlights.com (They even have a form to print if you like!)
