Daytona Beach Ignoreing parts of Wandall Scamera Act, citing for Carefull and Prudent Right turns!

Ban the Cams note:  First off Right turns on red are suppose to NOT be cited if "careful and prudent".  I guess we have all figured out that many of these scamera vendors and towns HAVE NO INTENTION OF OBEYING THAT PART of the WANDALL SCAMERA ACT if it cuts into profits.  http://www.thenewspaper.com/news/31/3152.asp

Quote:  "A notice of violation and a traffic citation may not be issued for failure to stop at a red light if the driver is making a right-hand turn in a careful and prudent manner at an intersection where right-hand turns are permissible,"

Maybe it has something to do with what happen in Hallendale, FL where they had a 77% drop in RLC "tickets" when they stopped citing for non dangerous right turns!  http://www.sun-sentinel.com/news/columnists/fl-red-light-cameras-mayocol-b081610-20100816,0,4848209.column

Ban the CAMS has this one suggestion if you are forced to drive in Daytona Beach.  DON'T make any right turns on red.  These vendors change the rules to churn violations.   (Just look at one example on Ban the Cams this week out of the UK where they moved the triggger line 3 meters.)

Second, if possible, boycott the town and if you send a letter to the city, Chamber of Commerce, or local Business, Please give Ban the Cams a copy of for us to post.

Rolling stops lead to thousands of red light camera citations

DAYTONA BEACH --
In its first month of handing out red light camera citations, Daytona Beach issued 3,100 to drivers.

According to city officials, the majority of those citations went to rolling stop violators, which are drivers who do not come to a complete stop at a red light and turn right.

But Daytona Beach motorists are confused.

The city also put up signs alerting drivers about the red light cameras.

They show a picture of a traffic light and read "photo enforced, includes right turn."

Drivers News 13 spoke with said they interpret that sign to mean they cannot turn on red.

However, Daytona Beach spokesperson Susan Cerbone said the sign means drivers can turn after they've come to a complete stop at the intersection.

She said there are cameras at five intersections in the city.

Cerbone also said although she does not have specific numbers, she knows a large number of the 3,100 citations were sent to rolling stop violators.

She told News 13 the cameras record when a light turns red.

A Daytona Beach police officer then reviews the video and takes down the license plate number of rolling stop violators.

Those drivers are eventually sent a citation with a specific pin number.

Motorists are able to view the recording that led to their citation by going online, entering the pin number on their citation, and will see only their violation.
