Looks like the Columbia, MO RL "violations" were CREATED EARLIER BY SHORTEN AMBERS TIMES just before scamera install:

SOME INTERSECTIONS SAW CUTS ALMOST BY 1 second.  THAT WAS THE WAY TO CREATE "VIOLATIONS" to make the scam profitable. 

At MO 163 (Providence) & Broadway Old Timing on SB Thru was 5.0
Based on New Standard 7/8/2009 SB Thru 4.1

(They increased all red.  But instead of just ADDING the increase of all red to the intersection.  They took the All red timing from the AMBER to INCREASE "VIOLATIONS"!!!!!

The proper way would have been to keep the LONGER ambers and then add to that the all red clearance increase.  That is safety.  Shortening Amber IS NOT!  IT IS FRAUD by creating "violations" for a scameras to be profitable!).
