Town Council Member Suspended During Ticket Investigation

MORNINGSIDE Md. (WUSA) -- A Morningside town council member has been suspended from her job as clerk of the town's police department while state police investigate an audit of Morningside's Red Light Camera Program.
The clerk, Regina Foster, serves on the town council with her husband Terry Foster. Together the couple are two of the three seats on the town council.
Police Chief Eugene C. Mills Jr. has asked the Maryland State Police to do an independent investigation of the town's Red Light Camera program. But Mills will not say why, citing the ongoing investigation.
Sources with knowledge of the case say Mills called in outside investigators over suspicions that Foster has been fixing tickets for some people, although the scale of the suspicions are unclear.
Morningside is a small municipality with about 1300 residents and only 6 police officers.
In January, Mills replaced former chief David Allan Eichelberger who was charged with stealing a gun that was town property and selling it. Eichelberger pleaded guilty and served a 60-day jail sentence.

I have a good idea of who you are and you don't speak the truth. You never grew up with the Foster's. maybe you should get a life and stop being the snake you are. Do you know anything about Amsterdam?? Would you like your business out there. Don't act like you are something you aren't.

You people have no idea of what any of us are about. I am not even on the Town Council for the people whom think they know eerything. How many meetings or events have any of you big mouth people have been to. How many events have any of you have helped out with or put together or even attended?? Right most of you none..All the Halloween and 4th of July, years ago we did T-BALL AND SOFTBALL where were any of you then. Juanita Hood was a good fiend of mine and I still talk to her all the time. Glaubitz did make this town years ago and now people need to move on. Ms. Scott you tried but you also spent money you had no business spending. You supported a Mayor Robinson that was not good for the town. You haven't even been around since you and Liz didn't get voted back in. What does that say about the residents of this town ? They don't want you! My family and friends has done many good things for this town and I won't let people say mean and nasty things about them that aren't fair. If you aren't going to be a part of things then you have nothing to say worth listening to. People you need to get your facts right!

Growing up around these four families, Frostbutters, Fosters, Fowlers, and Ms Rooker, they pranced around town like their families and their kids were better than everyone. Ask where their kids are now, not too many success stories in that. They have gone as far as saying so. Stay at home wives/mothers who have nothing better to do than snoop out their windows and drive around town aimlessly "susptecting" and starting rumors. They have been corrupt, looking out for one another, for a long long time. I am just glad that someone was bold enough to call them on it. I just hope the town is bold enough to fire them all before they seek their revenge against the Police Chief. The network they have created is enough to keep them as members of the town council, rotating through the positions one at a time and eliminating the new faces that would not conform.
To the sweet lady who wrote "Patience Please...," it is not too much to ask from your elected town government for Honesty and Integrity. However, these crooks will not step down because they think they are better than everyone in the town. Sweetheart, if you wanted Honesty and Integrity, you should have looked for Juanita Hood (who they ran off), The Anthony's, Mike Renfro, and the best of all Mayor Glaubitz. The town council and members need a face lift, they all need to be fired and another citizen to step up and take office. Until now, nobody wanted the headache of dealing with lazy house wives, much less having to answer to them... Its your time....

Fraud with the Fosters

All guilty by association. What a shame. What happened to Chief Amos Damron? He mysteriously was dismissed by Mayor Karen Rooker, the Fosters and Frostbutter, and then a Morningside police officer that had pulled over the Foster's kid for speeding in the town several times was "illegally" fired a month later. The town was sued, but pretty interesting how that was covered up and we never heard anything. Yes Sheila, how much "hush" money did Karen Rooker and the Fosters have to pay using our tax dollars to settle the illegal firing of a town employee to benefit the Fosters?

No one knows exactly what they did and all this is just guessing and rumors. That's not fair at this point.
However, if the Fosters did fix a ticket or tickets for themselves, their family, or their friends, or other elected officials, then I am sure anyone or everyone involved will do the right thing and step down from their position as council or mayor.
We can not expect anything other than 100% honesty, trust and fairness by the officials running our town ,and I agree if anything illegal or unfair was done by anyone in office or in a official capacity, then those involved should step down. But for now, let the truth come out before making judgments on people.

You could not have said it better. They have ruled Morningside for way too long and have gotten away with everything! They must think they have the entire town fooled into thinking how a wonderful family they are? Enough IS Enough!
The Fosters, the Forstbutter, the Fowlers and the Queen Rooker must all RESIGN!
How much did it cost the taxpayers when they illegally fired that police officer that pulled over the Foster son several times. How come that wasn't in the press? Wanted to keep that "hush hush" like everything else crooked you are doing up there. NICE WAY to waste the towns money Rooker & Fosters! How much did that cost the town? about 100-150k? How about making a good decision FOR THE TOWN (instead of yourselves) like FIXING OUR HORRIBLE STREETS, OR maybe just continue to spend our tax dollars on more of your parties up at the city hall for you and all your "elected" friends and family members, and circle of special friends?

We need a thorough investigation of that office

Tickets are not the only thing that needs investigating; no one has looked at the parties for the children in the park during the holidays or the veterinarian coming when her dogs need shots. I believe that there are a lot of other personal things that are charged to the town. Our town government is in the hands of the Fosters husband and wife team, the Forstbutters husband and wife team and friends of the Fosters and the Fowlers husband and wife team again friends of the Fosters. These three husband and wife teams make up our town council and less not forget their friend the mayor Ms. Roaker they all work as a tem doing whatever they please with our tax dollars. Don’t try to do any improvement to your property; they will have the county there on the spot, because the town has a fee on top of the county fee for any improvements. I would like to know why the county allowed that house to be built so close to neighboring house. She is sitting on a paid vacation right now; she will be back at work soon. Only the blacks get to go to jail.
