ATS Propaganda ministry admits (by mistake) that RLC can't PREVENT ACCIDENTS!
ATS recently was trying to continue "justifying" their NOW BANNED RLC in Houston by saying "violations" have been "skyrocketing".

OF course left out from their rant was the fact that THEY GET TO DECIDE WHAT COUNTS as a "violation".
IN ATS world a "violation" is stopping just over the stop line, and non dangerous right turns on red.
And don't even get me started on the split second violations that LONGER ambers have been PROVEN TO STOP AT ATS SITES LIKE Glassboro, NJ: http://www.thenewspaper.com/news/34/3418.asp

Through violations plunged after ATS mailed a ticket to Mike Koestler, the former mayor of Harrison Township, for an alleged offense that took place in Glassboro. Koestler's investigation led to the discovery that the 3.0 second yellow time on the westbound approach of the intersection was in violation of state signal timing regulations. On October 26, the borough boosted the yellow time to 4.0 seconds.
In November, the first full month following the change, the number of tickets issued in the non-right-turn lanes dropped 88 percent to 23 tickets issued. The figure dropped to 8 in December and was just 13 in January 2011. For just the westbound approach, the average number of tickets dropped from 71 per month to zero tickets through January.
Let us also not forget that ATS also played around with REJECTION RATES in BAYTOWN to give the illusion of "less" violations.

Of course no one knows what the safety record of the now defunct Houston RLC program was in 2010. THE CITY REFUSED TO RELEASE THE DATA just before the public VOTE BANNING RLC! (ATS IS SUING TO OVERTURN THAT VOTE, essentially DENYING DEMOCRACY!)
