NEWS FLASH:  Beeber warns in Part 4: 

RLC company (ATS) in a very, very sneaky move has attempting to have a new agreement with the city which incorporates into that agreement the original contract.  So basically that is sort of a back door way of saying oh we still have can still have this contract, which is still is officially in effect.  They can just turn the cameras on any time they want without and circumvent any votes or anything like that. So again it is another sneaky move, the camera companies will try anything to try to keep the money flowing to them. 

(LA keeps SCAMERAS "up" for "testing" purposes).

Ban the Cams note:  What that means is that ATS will toss out the rejection rate and count ANYTHING THAT TRIGGERS the SCAMREAS.  When they come out with their "VIOLATIONS" increase claims (just like Houston), THERE WILL BE NO MENTION OF:
