BASED UPON THE FOREGOING, THE COURT FINDS THAT CITY OF ST. LOUIS ORDINANCE NO. 66868, THE RED LIGHT CAMERA ORDINANCE, VIOLATES DEFENDANT'S RIGHT TO PROCEDURAL DUE PROCESS. THE COURT GRANTS DEFENDANT'S MOTION FOR ACQUITTAL AS A MATTER OF LAW. ALL REMAINING MOTIONS IN LIGHT OF THE COURT'S RULING ON DEFENDANT'S MOTION FOR ACQUITTAL AS A MATTER OF LAW, ALL REMAINING MOTIONS ARE DENIED AS BRING MOOT. SO ORDERED: JUDGE THERESA COUNTS BURKE.
