Below are two examples of how two towns that ATS have been in, (Eastontown under a proposal, Tuscon ATS as the vendor) use different "definitions" of what "counts" as a "violation".

At the Oracle location, for example, the violation line appears forty-three feet after the stop bar. This means a driver who clears the crosswalk on yellow would still get a ticket if he did not clear the violation line before the light turned red. At 40 MPH, the practice has the same effect on violations as shortening the yellow light by 1.3 seconds.

Brings whole new "meaning" to the phrase If you "don't run a light, you have nothing to fear". A comment I have seen the scamera hacks post in numerous papers around this country.
I think you a lot to fear when all the scamera towns (and vendors) have to do to churn tickets is to change the "definition".
